Concept / vendor-neutral

From Learning Gaps to College & Career Readiness

An independent strategy concept connecting formative assessment, curriculum pacing and state-defined learning milestones to practical instructional next steps. The approach extends to college and career readiness by identifying remaining requirements for credentials, course completion and other recognized pathways.

Proposed framework and demonstration—not a validated prediction system or a claim of improved student outcomes. State requirements and available evidence vary.

Problem & strategic role

Disconnected evidence can make it difficult to tell what has been taught, what a learner has demonstrated and what a recognized pathway still requires.

Ty’s role: Strategic direction, research questions, evidence safeguards and workflow design. The design aims to support educator judgment and reduce duplicate work; those benefits still require validation.

Proposed workflow
  1. Gather evidence.Identify the task, standard or skill and its date.
  2. Check pacing.Separate instruction not yet delivered from evidence not yet demonstrated.
  3. Choose support.Suggest a next step and resource for educator review or override.
  4. Reassess.Collect fresh evidence and revise the plan.

Demonstration: why pacing changes the next step

Synthetic classroom example. No student data, score prediction or state eligibility determination.

Choose the evidence context

Milestone: Explain a conclusion using a data display.

Supporting evidence: No recent task is available for interpreting a data display.

Proposed next step: Gather a short, accessible sample before deciding whether support is needed.

Teacher review & follow-up: Review the sample with the learner; identify the skill and confirm whether it has been taught.

Evidence & limitations

The national research framework covers 50 states plus DC as an intended scope, not completed coverage. No national percentage of students near a threshold has been established. A missing result is not a learning deficit.

Support students across the achievement range. Keep academic performance-level movement, first qualifying college/career-readiness attainment and additional credentials separate. Readiness, graduation and workforce placement are different outcomes.

State-defined performance levels, percentile groups and Quantile measures are not interchangeable. Proximity to a cutoff does not predict success. State evidence must not be assigned to individual communities or learners.

Next validation step

Review one reporting-year requirement with qualified educators, test synthetic cases and establish a baseline before a pilot. Measure time spent reconciling evidence, duplicate entries, educator-reviewed recommendation accuracy and growth across performance groups. Report first readiness attainment separately from additional credentials.
